Q3/2026 FIELD OPERATIONS COORDINATION MEETING – QTMAC’S COMPREHENSIVE COORDINATION ROLE On October 8, 2026, the Quang Tri Mine Action Center (QTMAC) held a coordination meeting for field operations covering the third quarter of 2026. Attendees included QTMAC staff, representatives from partner organizations (Norwegian People's Aid Vietnam, MAG Vietnam, PeaceTrees VietNam) operating in Northern and Southern Quang Tri, and military observers from the Provincial Military Command. During the first nine months of 2026, acting as the focal point for coordinating and supervising mine action activities across the province, QTMAC achieved significant results: - Presided over the handover of over 50.4 million m² of Confirmed Hazardous Areas (CHAs)-cleared of explosive ordnance-to local authorities; - Activities regarding CHA prioritization assessment and field operation quality management exceeded planned schedules; - Urged organizations and projects to adhere strictly to schedules for Non-Technical Survey (NTS), Technical Survey (TS), Battle Area Clearance (BAC), and Explosive Ordnance Disposal (EOD). Targets for the first nine months were largely surpassed. QTMAC also proactively and promptly resolved emerging issues: - Following the merger of villages and residential groups: adjusted village data and managed the recall, re-issuance, and supplementary issuance of adjacent CHA designations, thereby preventing operational disruptions and optimizing resource utilization; - Effective October 1, 2026: A single hotline-0901.941.941-will be used to receive reports of EO discoveries from the public. As the fourth quarter of 2026 begins, QTMAC urges organizations and projects to proactively manage natural disaster risks, ensure the absolute safety of personnel, vehicles, and equipment, and concentrate resources on completing the 2026 plan; this will serve as the foundation for developing a practical and effective operational plan for 2027. HỌP ĐIỀU PHỐI HOẠT ĐỘNG HIỆN TRƯỜNG QUÝ III/2026 - VAI TRÒ ĐIỀU PHỐI TOÀN DIỆN CỦA QTMAC Ngày 08/10/2026, Trung tâm Hành động bom mìn tỉnh Quảng Trị (QTMAC) tổ chức cuộc họp điều phối hoạt động hiện trường Quý III/2026. Tham dự cuộc họp có cán bộ QTMAC, đại diện các tổ chức đối tác (Norwegian People's Aid Vietnam, MAG Vietnam, PeaceTrees VietNam) tại Bắc và Nam Quảng Trị cùng Quan sát viên Quân sự (Bộ CHQS tỉnh). Trong 9 tháng đầu năm 2026, với vai trò đầu mối điều phối, giám sát hoạt động KPHQBM trên toàn tỉnh, QTMAC đạt nhiều kết quả nổi bật: - Chủ trì bàn giao hơn 50,4 triệu m² đất CHA đã được rà sạch BMVN cho các địa phương; - Công tác Đánh giá ưu tiên CHA và Quản lý chất lượng hoạt động hiện trường vượt tiến độ kế hoạch; - Đốc thúc các tổ chức/dự án bám sát tiến độ điều tra phi kỹ thuật (NTS), khảo sát kỹ thuật (TS), rà phá (BAC) và xử lý lưu động (EOD). Các chỉ tiêu 9 tháng đầu năm cơ bản vượt kế hoạch. QTMAC cũng chủ động tháo gỡ kịp thời các vướng mắc phát sinh: - Sau đợt sáp nhập thôn/tổ dân phố: điều chỉnh thông tin thôn bản, thu hồi, cấp lại và cấp bổ sung các CHA liền kề, giúp hoạt động hiện trường không bị gián đoạn và tối ưu nguồn lực; - Từ ngày 01/10/2026: thống nhất sử dụng một số hotline duy nhất 0901.941.941 để tiếp nhận thông tin phát hiện bom mìn từ người dân. Bước sang Quý IV/2026, QTMAC đề nghị các tổ chức/dự án chủ động ứng phó với rủi ro thiên tai, đảm bảo an toàn tuyệt đối cho con người, phương tiện, thiết bị và tập trung nguồn lực hoàn thành kế hoạch năm 2026, làm cơ sở xây dựng kế hoạch hoạt động năm 2027 sát thực tế, hiệu quả. Ứng dụng công nghệ GIS trong thiết lập ưu tiên dựa trên dữ liệu trong công tác khắc phục hậu quả bom mìn sau chiến tranh. Trong bối cảnh diện tích ô nhiễm bom mìn còn lớn và nguồn lực có hạn, thiết lập ưu tiên dựa trên dữ liệu là cách tiếp cận cần thiết để phân bổ nguồn lực hiệu quả và minh bạch. Kết hợp dữ liệu ô nhiễm với thông tin về sử dụng đất, dân cư và quy hoạch phát triển kinh tế - xã hội giúp đánh giá rủi ro, xác định khu vực cần xử lý trước và hướng nguồn lực đến những nơi có nhu cầu cấp thiết và tác động lớn nhất. Ngày 30/9/2026, tại Hà Nội, Trung tâm Hành động bom mìn tỉnh Quảng Trị (QTMAC) đã tham dự và trình bày tham luận tại Hội thảo Ứng dụng công nghệ GIS cho xác định mức độ ưu tiên và hỗ trợ ra quyết định trong công tác khắc phục hậu quả bom mìn sau chiến tranh, do Trung tâm Hành động bom mìn quốc gia Việt Nam (VNMAC) tổ chức. Tại Hội thảo, QTMAC đã chia sẻ kinh nghiệm xây dựng mô hình và ứng dụng GIS để tích hợp, phân tích nhiều lớp thông tin, phục vụ đánh giá và xác định mức độ ưu tiên rà phá các khu vực khẳng định nguy hiểm (CHA) tại Quảng Trị. Cách tiếp cận này góp phần chuyển hóa dữ liệu thành thông tin phục vụ lập kế hoạch, điều phối và ra quyết định, tạo cơ sở phân bổ nguồn lực phù hợp với nhu cầu thực tế, đẩy nhanh tiến độ giải phóng đất và đưa đất trở lại sử dụng an toàn cho sản xuất và phát triển kinh tế - xã hội, qua đó hỗ trợ thực hiện các mục tiêu của Chương trình Hành động khắc phục hậu quả bom mìn sau chiến tranh của tỉnh Quảng Trị. Application of GIS technology in Data-driven Priority Setting for Post-War Mine Action. With extensive explosive ordnance (EO) contamination and limited resources, data-driven priority setting is essential for transparent and efficient resource allocation. Integrating contamination data with information on land use, population and socio-economic development planning supports risk assessment, identifies areas for earlier clearance, and directs resources to where needs are most urgent. On 30 September 2026 in Hanoi, the Quang Tri Mine Action Centre (QTMAC) participated in the Workshop on Research and Application of Geographic Information System (GIS) Technology for Priority Setting and Decision Support in Post-War Mine Action, organised by the Vietnam National Mine Action Centre (VNMAC). QTMAC shared its experience in developing the model and applying GIS to integrate and analyze multiple information layers for the assessment and prioritization of the clearance of confirmed hazardous areas (CHAs) in Quang Tri. This approach helps translate data into actionable information for planning, coordination and decision-making. It provides a basis for allocating resources in line with actual needs, accelerating land release, and returning land to safe use for production and socio-economic development, thereby supporting the objectives of the Mine Action Program of Quang Tri Province. 🎯 QTMAC HƯỚNG DẪN QUY TRÌNH QUẢN LÝ CHẤT LƯỢNG VÀ BÀN GIAO HƠN 4,3 TRIỆU M² ĐẤT SẠCH CHO ĐỊA PHƯƠNG Trong hai ngày 16 - 17/9/2026, Trung tâm Hành động bom mìn Quảng Trị (QTMAC) phối hợp cùng Dự án PeaceTrees Vietnam Quảng Bình (PTVN QB) triển khai hai hoạt động trọng tâm: 📌 Chiều 16/9/2026 | Hướng dẫn Quy trình QLCL cấp tỉnh: Tại văn phòng PTVN QB, QTMAC đã giới thiệu, hướng dẫn Quy trình Quản lý chất lượng hiện trường của QTMAC cho đội ngũ quản lý, giám sát, đội trưởng và đội phó của Dự án PTVN QB. Hoạt động này nhằm tạo tiền đề vững chắc cho việc triển khai chính thức nhiệm vụ QLCL độc lập vào năm 2027. 📌 Ngày 17/9/2026 | Bàn giao hiện trường rà phá: Tại UBND xã Nam Trạch, tỉnh Quảng Trị, QTMAC chủ trì và phối hợp với PTVN QB bàn giao 07 khu vực khẳng định ô nhiễm bom chùm (CHA) đã rà sạch bom mìn vật nổ với tổng diện tích 4.303.762 m², giúp bà con yên tâm canh tác, sản xuất. 💡 Chuỗi hoạt động này vừa góp phần để cán bộ, nhân viên Dự án PTVN QB làm quen dần bộ Quy trình QLCL hiện trường cấp tỉnh, vừa hoàn thành trả lại hơn 4,3 triệu m² đất sạch, bảo vệ an toàn cho cộng đồng và thúc đẩy phát triển kinh tế - xã hội tại địa phương. This activity is intended to lay a solid foundation for the official rollout of independent QM tasks in 2027. 📌 17 September 2026 | Clearance Site Handover: At the People's Committee of Nam Trach commune, Quang Tri province, QTMAC led and coordinated with PTVN QB to hand over 07 Confirmed Hazardous Areas (CHA) of cluster munition contamination that have been cleared of mines and unexploded ordnance, covering a total area of 4,303,762 m², giving local residents peace of mind to farm and produce. 💡 This series of activities has helped staff of the PTVN QB Project become familiar with the provincial-level field QM Process, while also completing the return of more than 4.3 million m² of cleared land, safeguarding community safety and promoting local socio-economic development.
